报告摘要：

Management is decision-making under uncertainty. This talk argues that an organization is itself a dynamical system, and hence that systems and control provides a rigorous framework for managerial decision-making. Core concepts — feedback, feedforward, modeling, estimation, and disturbances — are mapped onto the managerial domain, illustrated through examples of return-on-investment dynamics and short-interval control. Managerial control differs from engineering control in decisive ways: humans are inside the loop, hierarchies form recursive multi-input multi-output systems, and in competitive markets disturbances can be adversarial. Managers should therefore design interventions that are informative, not merely optimal.

Tariq Samad教授现任IEEE 会士、IFAC 会士，IEEE 技术与管理工程学会（TEMS）候任主席（2027 年就任主席），明尼苏达大学技术领导力研究院霍尼韦尔/W.R. 斯威特技术管理讲席教授、研究与发展高级研究员，并兼任该校明尼苏达机器人研究所产业联络主任。他于 2016 年进入学术界，此前在霍尼韦尔工作三十年，以企业研究员（技术序列最高职级）身份退休，长期领导流程工业、建筑、航空航天、汽车、清洁能源与先进制造等领域的自动化与控制技术研发。他曾任美国自动控制委员会主席（2014—2015）与 IEEE 控制系统学会主席（2009）。拥有 20 项专利、200 余篇（部）论著，代表作包括共同主编的《系统与控制百科全书》（Springer）。耶鲁大学学士，卡内基梅隆大学硕士、博士。
